As I worked a shift that began at 6pm and ended at 3am, I was able to see all arrest report from all the other shifts. 90% of the 24 hours of arrest reports had a “Red Illegal Stamp.” During the United States recession and bank collapse from March to November 2001, the Valley and Hollywood Areas of Los Angeles were threatening succession; because crime was so high and their areas did not have police numbers that coincided with their population. There were a multitude of foreclosures throughout Los Angeles County.
